The message is designed to make sure that users don't accidently start the installer a second time. The easiest way of making absolutely sure that doesn't happen is having them remove the CD from the drive.
23. Now we want to remove the ISO so the VM does not boot into installation mode again. Return to the settings -> storage menu. Select the Ubuntu ISO disk and click the Remove Attachment button.
How to remove Installation medium from VirtualBox
If you use a VM to boot from a live CD/DVD each time, tick the Live CD/DVD checkbox. When this option is enabled, a virtual CD/DVD disk image (ISO) is not removed from the virtual CD/DVD drive when the eject command is sent from the guest operating system. Hence, if you reboot the VM with the ticked Live CD/DVD checkbox, a VM will boot from the same ISO disk image. Otherwise, the virtual CD/DVD drive of the VM will be empty after ejecting from the guest OS (operating system) and further VM reboot, and you can get the fatal error in VirtualBox: No bootable medium found! System Halted.
The installation operation changes the boot device order to boot the virtual hard disk first and then the virtual DVD drive. If the virtual hard disk is empty prior to the automatic installation, the VM boots from the virtual DVD drive and begins the installation.
When a VM is started for the first time, the First Start Wizard, is displayed. This wizard helps you to select an installation medium. Since the VM is created empty, it would otherwise behave just like a real computer with no OS installed. It will do nothing and display an error message that no bootable OS was found.
In the wizard's drop-down list of installation media, select Host Drive with the correct drive letter. In the case of a Linux host, choose a device file. This will allow your VM to access the media in your host drive, and you can proceed to install from there.
If you have downloaded installation media from the Internet in the form of an ISO image file such as with a Linux distribution, you would normally burn this file to an empty CD or DVD and proceed as described above. With Oracle VM VirtualBox however, you can skip this step and mount the ISO file directly. Oracle VM VirtualBox will then present this file as a CD or DVD-ROM drive to the virtual machine, much like it does with virtual hard disk images.
Go to VirtualBox website here to download the binary for your current operating system. Since our host machine is running on Windows, I'll choose 'x86/amd64' from Windows hosts. When download is finished, run the executable file. Continue with the installation of VirtualBox with the defaults. This will open VirtualBox at the end of the installation.
Back to Oracle VM VirtualBox Manager, click on the new Ubuntu virtual machine and hit 'Start' button. Now you shall see a 'Welcome' screen. Click 'Install Ubuntu' button. The reason for this anomaly is because the disc image is mounted within a VM and is being recognized by a snapshot. Until this snapshot is removed with the associated VM, the discrepancy refuses to clear and you are unable to remove the ISO file from the images list.
